teratermやRloginでkusanagiへのrootユーザーでのログインは、/etc/ssh/sshd_cofigを設定しなければなりません。

最終行にあるPermitRootLoginをyesに変更して保存します。
PermitRootLogin yes
sshdを再起動します。
# systemctl restart sshd
その後teratermやRloginでログインできれば設定完了となります。
